The Finn Church Aid requests tenders for global security service. The procurement is divided into three (3) parts:

— Part 1: Global Security Manager based at the Head Office in Helsinki,

— Part 2: Africa Regional Security Manager based in Nairobi, Kenya or Kampala, Uganda,

— Part 3: A 24/7 in case of emergency service.

The Tenderer may bid 1, 2 or all 3 parts of the Procurement. Alternative tenders are not allowed. This procurement is a service procurement exceeding the EU threshold value. The estimated value for the entire procurement is c. 1 000 000 EUR.

Global Security Manager (GSM) has the overall responsibility to ensure that FCA has needed security measures, policies, instructions and technical solutions in place. GSM trains identifies security risks, plans measures to mitigate the risks, evaluates the probability of the risks and monitors them globally in collaboration with FCA staff and established security networks. Regional Security Manager (RSM) monitors the implementation of agreed security measures and policies set by FCA on country/Regional level as well as monitors the daily development of security situation in countries where FCA is operational. In general RSM, has the same duties as the Global Security Manager but on country/regional level. Annex “Description of Services” contains a more complete description.

The service producer shall offer a 24/7/365 ICE-service, which consists of an internet-based Portal and a phone hotline. Service shall be offered in Finnish and in English. Annex “Description of Services” contains a more complete description.
