The Provision of a Land Based, Coastal Remote Sensing Services Framework Agreement

Sefton Council are seeking to establish a Single Provider Framework Agreement, for the operation of a land based coastal remote sensing system to provide near continuous monitoring of the near shore and intertidal for a variety of coastal process and response criteria.

Packages of work will be called off as and when required by the Authority (or Authorities named below and able to use the Framework Agreement).

There is no guarantee of work for the successful contractor, the allocation of work will be based on the Individual or Grouped Authorities’ requirements and subject to available funding.

This contract will be for a period 1.9.2019 to 31.3.2021 with the option for 2 further extensions of up to a 12 month period.

2.1.1) Sefton Council are the contracting Authority, contracting on behalf of the Authorities below:

— Wirral Council,

— West Lancashire Borough Council,

— Fylde Council,

— Blackpool Council,

— Wyre Council,

— Lancaster City Council,

— South Lakeland District Council,

— Barrow Borough Council,

— Copeland Borough Council,

— Allerdale Borough Council.

Some of the Authorities may call-off services themselves or Sefton Council will call off services on their behalf.

2.1.2) The Authorities below may decide to use the Framework to call off services directly:

— Conwy County Borough Council,

— Denbighshire County Council,

— Flintshire County Council,

— Scarborough Borough Council,

— East Riding of Yorkshire Council,

— New Forest District Council,

— Teignbridge District Council,

— The Environment Agency.

This contract will be for a period 1.9.2019 to 31.3.2021 with the option for 2 further extensions of up to a 12 month period.

Sefton Council as lead authority for the North West Regional Coastal Monitoring Programme, acting on behalf of the North West and North Wales Coastal Group, collects coastal process and coastal response information to support the delivery of the Shoreline Management Plan and sustainable coastal management decisions. It achieves this by undertaking and commissioning a range of surveys to collect the appropriate datasets.

The North West Regional Coastal Monitoring Programme is a partner of the National Network of Strategic Regional Coastal Monitoring Programmes.

The programme recognises the need to collect data in a safe, effective and efficient manner and regularly review the data collection methods and techniques.
