With this placement procedure, the VEB as the Contracting Authority wishes to designate an ESCO for the Client as a Contractor that guarantees the savings on the energy bill of the Project Infrastructure by increasing efficiency and implementing creative and high-quality measures. To guarantee this, the maintenance of the high-quality measures and selected technical installations is also part of the Assignment.
The Client is thus looking for a method to reduce the energy bill of the Project Infrastructure.
The financial impact of the energy saving measures selected by the Contractor and the associated maintenance invoice must be limited. The Client requires the Contractor to approach the existing maintenance budget for technical installations; This by achieving cost savings by centralizing the existing maintenance contracts. By centralizing these maintenance contracts, any higher maintenance requirements and related costs can be compensated
The performances to be delivered consist of at least:
• The reduction of energy consumption and CO2 emissions by: studying, implementing, commissioning, monitoring and financing energy-saving measures, consisting of efficient and creative interventions and/or installations, whereby the cost savings are guaranteed during the entire term of the OEPC contract.
• Carrying out management, maintenance and Total Guarantee for the installations as they will be stated in the OEPC contract; and;
• An improvement, at least maintaining the level of comfort for the users of the Project infrastructure; and
• Providing and reporting monitoring of energy performance and maintenance; and
• Providing a required Option for the Total Warranty of Other Maintenance Elements
The baseline of electricity and natural gas have already been drawn up for the buildings and vectors where a good reference model could be obtained. The number of buildings for which a reference model still needs to be drawn up is as follows: for the vector gas 6 buildings and for the vector electricity 4 buildings. It is the Contractor's task to collect data during the first full cycle (corresponding to 12 months) of the Assignment in order to arrive at a baseline model via backcasting that meets the statistical conditions for the missing reference models. These statistical conditions will be described in more detail in the Award Guideline.
The commitments in this regard are laid down in an OEPC contract (maintenance and energy performance contract). The intended term of this OEPC contract is 15 years. This contract duration is accounted for by the investments to be made and the remuneration mechanism of the OEPC contract. The Contractor will carry out important investments and maintenance tasks to improve the energy performance of the Project Infrastructure
