This offer is for VIAS maintenance and development of the IT system. VIAS is an existing professional system used by the National Knowledge and Special Counseling function (VISO) organized under the National Board of Health and Welfare. VISO uses VIAS to view, distribute and process inquiries from citizens. VIAS has been in existence since 2007 and has been further developed by several external suppliers subsequently. The task offered does not deal with the new development of a system that corresponds to the existing system, but on the transfer of responsibility for maintenance, support and development of the existing system. The National Knowledge and Special Advisory Organization (VISO) is organized under the Contracting Authority, which is part of the Ministry of Social Affairs and the Interior. The National Board of Health and Welfare is the system owner for the System. VISO is in the social field and in special education. VISO processes approx. 1,700 cases, and has approx. 900 internal and external users.

The current supplier has been in charge of maintenance, support and development of the system since 2015.
The system includes the following main functionalities:

- User and access management.
Municipalities and citizens in need of specialized advice can apply online to VISO via the system's web-based user interface. In the system, all incoming cases are visited and distributed among the VISO consultants. Subsequently, the cases are redistributed to external specialists who can subsequently view all relevant case information in their web interface to the system.
