The procurement concerns entry into a framework agreement for consultancy services for the digital service development section.
The contract applies from and including contract commencement and has a duration of 2 years, calculated from the start-up date of 01.01.2024.
The contracting authority has an exclusive option to extend the contract by 1 + 1 + 1 year.
The need for consultancy assistance is centred on the following areas, but is not limited to:
- UX/UI design
- Development and infrastructure
- Testing
- Miscellaneous
There may occasionally be a need for assistance in related areas other than those listed above. In such cases, AtB will be able to utilise the framework agreement, but is not obligated to do so.

There may occasionally be a need for assistance in related areas other than those listed above. In such cases, AtB will be able to utilise the framework agreement, but is not obligated to do so.
AtB is part of a public-public collaboration with other mobility companies, county authorities and Entur. The collaboration is called the Public Mobility Collaboration [Offentlig Mobilitetssamarbeid (OMS)]. Therefore, the following contracting authorities from the OMS collaboration will have the right, but not the obligation, to make call offs on the framework agreement:
- Møre og Romsdal County (FRAM)
- Nordland County (NFK)
- Kolumbus AS The framework agreement has an estimated value of NOK 55 million and a maximum value of NOK 115 million.
The estimated value is based on an estimate of AtB's needs, while the maximum value is based on a possible greater need at AtB, as well as any call-offs made by the other contracting authorities from the OMS collaboration. All call-offs must be made through AtB AS as the manager of the agreement.
