Lånekassen will enter into a framework agreement wit a license partner (LSP).
The purpose of the procurement is to enter into a contract with a license partner (LSP) for the purchase, hire and maintenance of the existing licenses and associated LSP services. The contract must also cover Lånekassen’s existing services in the form of Software as a Service, Platform as a Service and Infrastructure as a Service; SaaS, PaaS and IaaS.
New versions, possibly new product name, upgrades, replacement products, and additional products that are closely related to the existing licenses, are included in the contract.
During the contract period, Lånekassen will likely procure completely new licenses or cloud services not related to the existing licenses and thus are not initially included in the framework agreement. In such instances the framework agreement will be able to be temporarily used as a broker contract for separate procurements of new licenses under the EEA threshold value, as of June 2021 NOK 1 300 000 excluding VAT, in accordance with the assessment rules in the regulation § 5-4 (procurement according to the public procurement regulation part I). In that case, the procurement regulations part I will be adhered to by the Customer, to then effect the purchase via the license administrator.
