Procurement procedure pathology laboratory information system

The Fulda Clinic is planning to renew the existing pathology laboratory information system. Here, the previous purpose of the legacy system to be replaced is to be expanded significantly beyond the previous use in the Institute of Pathology.

The new pathology laboratory information system is intended to meet selected requirements arising from the KHZG or, in particular, the funding application for FTB3.

The PLIS is to be available as a departmental information system for the users of the pathology department and to map the defined processes in the sense of a workflow management system. In addition, the system meets the criteria to be defined in Fulda's IT strategy with regard to cloud readiness, scalability and flexibility, which increases availability, reliability and information security.

In addition, the system meets the criteria to be defined in Fulda's IT strategy with regard to cloud readiness, scalability and flexibility, which increases availability, reliability and information security.

The replacement of the existing system (dc-pathos) and the introduction of further information systems in the digitization program are intended to improve the effectiveness and efficiency of the processes occurring at the Institute of Pathology and for submitters. Subsequently, the aim is to improve the laboratory work in a quality-oriented manner with traceability of all work processes and to reduce errors in manual work.

The necessary components, such as a tracking system with capsule and slide printers, are therefore part of the tender.

Furthermore, with an increasing shortage of specialist staff, especially pathologists, diagnostics are also possible outside the institute and in a network; it also improves efficiency and quality of findings. This is also supported by the increasing degree of automation, which allows routines to be introduced and monitored. This speeds up the creation of findings and thus also has an effect on the time required to create findings. Positive effects are also expected from the expansion of the digital requirement and transmission of findings for the submitters.

The connection of the PLIS to a departmental image management system (pathology PACS) that has yet to be procured and its integration into a new Enterprise PACS enables central image management and device- and software-independent diagnostics.

The integration of examination results from immunohistochemistry and molecular pathology into the PLIS in accordance with the guidelines-oriented guidelines and the planned introduction of artificial intelligence, which performs algorithm-based image analyses in defined cases, will enable modern patient-oriented reporting in pathology while relieving the burden on the diagnosing pathologists.

This results in the following overarching objectives for histological, cytological, munhistological and molecular pathological examinations:

+ Fulfillment of system-specific KHZG requirements and funding guidelines through the measures approved in the FTB3 subproject Digital Pathology

+ Fulfillment of system-specific KHZG requirements and funding guidelines as well as selected mandatory criteria specified in FTB6.

+ Support of the strategic IT goals of cloud readiness, mobility, flexibility and scalability

+ Replacement of the PLIS dc pathos used in the Institute of Pathology and continuation of this range of functions

+ Optimization of core processes and technological modernization of IT platforms in diagnostics at the Institute of Pathology

+ Support for the use of a central image management system

The supplies and services required for the introduction and achievement of the overall PLIS system are put out to tender as a contract for work and services (EVB-IT system contract). In addition to all the services required for the creation of the overall PLIS system, the contract for work and services also includes the associated system services after commissioning. The minimum term of the system service should be five years and it should be possible for the client to extend it at least once by two years.
