Tender of framework agreement on baggage and pallet scanners to the Tax Administration/v Customs Agency and the Danish Prison and Probation Service. The framework agreement includes options on service agreements with and without spare parts as well as a number of optional options on accessories for the scanners.

Scanners with tunnel openings are offered in the following approx. dimensions (precise intervals for the dimensions of the tunnel openings are given in the requirements specification):

A: 60x40 cm

W: 75X55 cm

C: 100X100 cm

D: 150X180 cm

The framework agreement includes options on service agreements with and without spare parts, options on the dismantling of existing scanner equipment and a number of optional options on accessories for the scanners.

For the Tax Administration, the scanners at customs controls must be used to uncover whether there are hidden drugs (both in solid and liquid form), weapons, medicine, doping, CITES effects, cash, plants, jewelry of precious metals, cigarettes or other tobacco products, or other goods in luggage carried, for example, by travelers as well as in postal and courier shipments. If, contrary to expectations, other parts of the Tax Administration need to use the Framework Agreement, the scanners will have to be used in connection with security and access control at locations in the Ministry of Taxation's group.

For the Prison and Probation Service must baggage and pallet scanners used by the Prison and Probation Service's cadastral registers, including prisons and jails, when visitors, employees, etc. must enter the cadastral registers. In addition, baggage and pallet scanners are used in connection with the receipt of goods. Among other things, scans are made for hidden drugs (both in solid and liquid form), weapons, medicines, doping, cash, cigarettes and other tobacco products.

The price voucher (Appendix 2) contains an indication of the estimated quantity that the Customer expects to buy of the individual, priced elements during the term of the Framework Agreement and the maximum number that the Customer can buy from them. The estimated number is an expression of the Customer's best estimate of what the consumption will be when the Customer looks at current plans and expectations for the coming years. The maximum quantities indicate the quantities that the Customer can purchase under the Framework Agreement. The difference between the two sets of numbers is an expression of the many uncertainties associated with the Customer's needs and consumption. In this connection, it is particularly the following circumstances that give rise to a large margin of uncertainty: Changed political priorities and economic measures, changes in the Customer's needs on the basis of changed flow and quantity of the items to be scanned (e.g. for security reasons, on the basis of changed legislation, etc.), on the basis of changes in the number of airports with significant flow of international travellers, in the light of possible extensions and renovations of prisons and prisons, unforeseen breakdowns of existing scanners, other unforeseen needs for replacements in the stock of scanners, e.g. due to technological development and realization of the multi-year agreement projects.

The tendered products are offered on one single contract for the Tax Administration v/Customs Agency and one single contract for the Danish Prison and Probation Service. Both contracts are awarded to the same tenderer. The contracting entity has chosen not to divide the contract in accordance with Section 49 of the Public Procurement Act, as it is considered that there is such a natural connection between the products and services offered that they are most appropriately handled by the same supplier.
