The object of the contract to be awarded is laboratory services for the “Lolli” PCR pool test project carried out by the state of North Rhine-Westphalia, represented by the Ministry of School and Education of North Rhine-Westphalia (hereinafter “MSB”), at primary and special schools in NRW.

In order to enable face-to-face teaching at all North Rhine-Westphalian schools with primary level (elementary schools, special schools primary/secondary school, primary school, PRIMUS school, Free Waldorf School, Waldorf School and Hibernia School), also in pandemic times, the MSB uses an age-appropriate, safe and sustainable approach to all North Rhine-Westphalian schools Concept for the execution and evaluation of PCR pool tests. As part of this project, the children in a class give saliva samples themselves by “salivating” two swabs (one for pool testing and one for the so-called reserve sample). 1. the services required for the analysis of the PCR pool tests along with evaluation of the residual samples and the transmission of the test results of the pool tests to the respective school management or the contact person (s) named in advance and the legal guardians by 19:00 on the day of sample collection and notification to the Test results of the retainer samples by 6:00 a.m. the following day at the latest. If a bill of exchange instruction is required, the result of the pool test must be transmitted by 6:00 a.m. on the following day at the latest and the result of the return sample by 12:00 noon the following day at the latest.

2. The laboratories use a laboratory's own appropriate digital result or report transmission system for the transmission. It is conceivable that the client will provide a digital interface in the future, which is to be used by the contractors for the transmission of findings.

3. The purchase materials (e.g. swab, centrifuge tubes, swab in tubes, cross bottom bags, transport boxes, closure clips) are NOT purchased by the respective contractor, but these materials are provided by the client. However, the respective contractors take over the picking and delivery of the test materials to the schools assigned to them at a collection point. For this, the respective contractors require appropriate storage capacities.

4. Communication with school locations to coordinate delivery of test materials.

5. The transport of samples from the collection point of the commissioned lot to its own laboratory.

6. Transmission of test-related data for scientific monitoring of the project and feeding the data into the system provided by the client for this purpose.

The existing logistics concept provides for the respective school authorities to spend the pool tests, together with reserve samples from all participating approximately 3,800 school locations in NRW, to a total of 13 locations/collection points, and the samples are handed over to the appropriate contractor there. Each of these collection points is a lot as part of the project implementation. The logistics concept is designed in such a way that samples are usually delivered to the respective collection points in a time window between 10:00 AM and 2:00 PM. In terms of time, deliveries are usually distributed unevenly over the entire period.

The order is therefore awarded in 13 lots, with each lot covering a collection point of the applied logistics concept. The number of pools listed below refers to the pools to be evaluated daily as a rule, i.e. the expected purchase volume and does not represent a guaranteed purchase quantity. These are averages from which you can deviate up or down. Changes in the lot formation can also be made by the client if the route logistics should be changed as an exception (especially when driving routes are shortened or school authorities change). The pool tests are usually evaluated 4 days a week (Mon, Tue, Wed, Thu). In the course of the rounds of negotiations, the MSB intends to vote on the introduction of a digital interface.
