The City Council of Blankenberge wishes to purchase software for environmental permits, cemetery management, GIS.
The software for the digital handling of environmental permits is very closely linked to GIS applications.
With a view to a more efficient link between a new licensing program and the GIS, which is used by various services, the City of Blankenberge wishes to renew both.
The linking of both software packages should provide the board with at least the following benefits:
• Linking the GIS with a vacancy program
• (semi-) automated layout of notary letters.
• Direct invoicing from the GIS application to the billing program currently used by the financial service.
• Better flow of environmental permit applications
For the purchase of the software packages, specifications were written out regarding 3 parts:
• Provide, install, start up and maintain software for handling environmental permits.
• Deliver, install, start up and maintain a cemetery management software, which can be linked to a GIS.
• Delivering, installing, starting up and maintaining a user-friendly consultable GIS (Intranet-GIS) with editing capabilities via specific modules deployable at the various municipal services.
The current software runs locally within the local government (on premise). The servers on which the software is installed are end of life.
That's why a SaaS (Cloud) model is now being opted for to comply with current security standards.
