The Norwegian Customs agency has control assignments spread throughout the country along the border and the coast, where there are great distances between the agency's permanent locations. The possibilities for carrying out control checks along the national border, at ports, warehouses, railway stations and airports depend on the crew's ability to mobilise to the locations where the control checks are to be performed.

For this agreement, the following target picture has been set for the framework agreement period;

- The agreement shall cover Norwegian Customs' need for vehicles in the period 2023-2027 in accordance with the regulations that Norwegian Customs must comply with in this area. Cf. regulations on zero-emission vehicles in public procurements.

- The agreement shall ensure vehicles that are of good quality, safe and suitable, so that the service can be performed in a safe and satisfactory manner.

- The agreement shall ensure the supply of new vehicles to the Norwegian Customs in accordance with the desired replacement schedule for vehicles in Norwegian Customs.

- The agreement shall facilitate a seamless ordering process between the parties.
