Complete renovation of the buildings, with conversion of the attic space by creating duplexes at number 44 and one-storey apartments in the attic at number 48; with renovation of the envelope by replacing window frames, insulating facades and completely renovating the roof; with integration of sanitary facilities, kitchens, renovation of techniques in general and techniques of fluids conforming to PEB, heating, ventilation, production of sanitary hot water.

The market is constituted as follows: a firm phase and a conditional phase of the market:

- firm phase: the study mission until the authorization of the town planning permit for the renovation of the two apartment buildings located in Rue Chambéry 44, 48 at 1040 Brussels;

- conditional phase: the full task of studying the tender dossier and monitoring the renovation work on the two apartment buildings located on Rue Chambéry 44, 48 at 1040 Brussels.

The conclusion of the contract relates to the whole of the market but binds the contracting authority only for the firm tranche.

The execution of the conditional phase is subject to the communication of the decision of the contracting authority to lift the phase following the obtaining of the financing.

No compensation will be due to the author of the project in the event of non-order of the conditional phase.

The market aims at the designation of a project author, in charge of the complete mission of study and follow-up of the works of the heavy renovation of two buildings of social housing located at Rue Chambéry 44 and 48 in a sustainable and ecological vision; the market is divided into two tranches.

The firm phase concerns the study mission until the authorization of the town planning permit for the renovation of the two apartment buildings located in Rue Chambéry 44 and 48 at 1040 Brussels.

The conditional task relates to the full mission of studying the tender dossier and monitoring the renovation works of two social housing buildings located at Rue Chambéry 44 and 48 at 1040 Brussels.

The budget for the works is 2,034,685.80 EUR excluding VAT, fees, connection costs for the control rooms and other miscellaneous costs.

The renovation of existing buildings is desired as a major renovation, including the development of the attic, in order to increase the living space.

For this mission, the contracting authority wishes to designate a multidisciplinary team composed of an architect and a stability engineer, a special techniques engineer.

The contracting authority wishes to have a direct contractual link with a multidisciplinary team composed of an architect, a stability engineer, and a special techniques engineer, and in the event of the exercise of the compulsory option, an adviser PEB.

In the event that the specific personnel necessary to carry out all of the planned missions do not meet within the same professional structure, a team of participants constitutes a group of economic operators. The various natural or legal persons who compose it act jointly and severally on its behalf. The one who will represent the group with regard to the contracting authority and who is responsible for coordinating studies and services carried out by the other members of the association, is the architect.

Applications which do not guarantee the contracting authority from the selection phase to benefit from this direct contractual link will be rejected.

Each member of the group of economic operators submits and signs their ESPD, by affixing a qualified electronic signature to the relevant filing report. The group of economic operators also has the possibility of appointing a principal to sign electronically the ESPDs of all the economic operators in the group. In this case, the group attaches to their application the proxy duly signed by each economic operator of the group.

The attention of economic operators submitting several applications (i) in isolation and in a group with other economic operators, or ii) within differently composed groups) and groups in which they would participate is drawn to the prohibition of multiple participation at the stage of submission of tenders by article 54, § 2, of the royal decree of 18.4.2017. The consequence of this prohibition is that the tenders submitted by tenderers concerned by multiple participation must all be rejected.

If the two candidates concerned by the multiple participation of an economic operator are selected, the latter may only submit an offer in the context of one of the two candidates. Applicants concerned must anticipate this situation to avoid rejection of their offer.

In case of multiple participation of one or more economic operators, the selection procedure will take place as follows:

1) firstly, the contracting authority will analyze and provisionally classify the candidates concerned, taking into account any duplication;

2) in a second step, he will inform the groups concerned by a risk of double offer of their provisional classification and will invite operators present in several groups to choose the one by which the offer is introduced;

3) thirdly, he will proceed to the final classification of the candidacies after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
