Oslo kommune v/ Renovasjons- og gjenvinningsetaten [Oslo Municipality c/o the Agency for Waste Management], hereafter called the contracting authority or REG, invites tenderers to participate in an open tender contest in connection with procurement of a framework agreement for personnel and mechanical services.

The purpose of the procurement is to safeguard the need to hire in personnel and secure delivery of mechanical services in relation to repair and maintenance of REG’ facility at Haraldrud Sorting Plant HUA, Klemetsrud Sorting Plant KUA, Haraldrud Energy Recovery Plant HEA and Romerike Biogas Plant RBA.

Further information about the assignment and the requirements set for supplier are in Annex 1, Requirement Specification and annexes. Reservation is made that changes/reorganisation of parts of the business can occur during the contract period and that the contract may be transferred to a new organisation c/o Oslo Municipality in the event of amendments.

The procurement has an estimated value that exceeds the EEA threshold value in § 5-3, the procedure used is ‘Open tender contest’.

A framework agreement will be entered into with two suppliers with sub-contracts. The tenderers will be evaluated and ranked based on their response to the requirement specification and quality.

There are requirements concerning response time. Oslo Municipality has a focus on HSE, quality and outdoor environment including requirements concerning deviation reporting.
