Awarding of services for technical equipment according to HOAI 2021 Part 4, Section 2, § 53 (2) No. 4 Heavy current systems and No.5 Telecommunications and information technology systems, service phases 1 - 9 according to § 55 HOAI for the extension building with renovation of the historic town hall in Trossingen.
1. Object and aim of the procedure:
Awarding of services for technical equipment according to HOAI 2021 Part 4, Section 2, § 53 (2) No. 4 Heavy current systems and No.5 Telecommunications and information technology systems, service phases 1 - 9 according to § 55 HOAI for the extension building with renovation of the historic town hall in Trossingen.
The town hall in Trossingen consists of 2 building parts, the historic old building, which is listed, from 1904, and the extension from 1980. The historic town hall was built in 1904 and is the heart of the administration. On the one hand, the city has grown significantly since 1980, on the other hand, the tasks have also grown, so that quantitatively too few jobs are available. Qualitatively, the town hall in the old building is not barrier-free and no longer meets the structural requirements for data protection and discretion.
Due to the increase in population and services, an expansion of the administration is necessary. The extension from 1980 is to be dismantled. At this point, a new extension building with approx. 75 workplaces, as well as a meeting room, meeting and social rooms (programme area approx. 2,800 m²) is to be built, which, together with the approx. 37 workplaces in the old building, contains all the necessary workplaces for a sustainable administration.
2. Procedure:
The VgV procedure is divided into 2 stages: In the 1st stage, engineering firms are selected to participate in the negotiation talks on the basis of the selection criteria listed in the application for participation. For this purpose, required exclusion, selection and eligibility criteria must be met and proven (see participation documents).
The bidders selected for the 2nd stage will be invited to participate in the bidding discussions. In this meeting, all bidders are allowed to introduce themselves personally to the client.
The contract shall be awarded on the basis of the tender which has been evaluated (see section II.2.5 and
tender documents) can achieve the highest number of points overall. The assessment of the award criteria is carried out by the contracting body.
3. Order:
Depending on the project approval, the contract is awarded by the municipal council of the city of Trossingen within the framework of call-off contracts. The contractor is obliged to take over the service up to and including performance phase 9 HOAI, if the project comes to realization. The client intends to commission the services in stages and sections. There is no legal entitlement to the transfer of all performance levels.
