The Directorate for Higher Education and Competence (Norwegian: HK-dir) would like to enter into a contract with one tenderer for the implementation of a Candidate Survey and EuroGraduate.

The candidate survey for the universities and high schools is a questionnaire for new graduates with university and high school educations. The purpose of the survey is to gain knowledge about the transition from education to the workforce and candidates' assessments of education and placement in the labour market. The candidate survey consists of two surveys; a six-month survey and a special survey.

EuroGraduate, which is also involved as part of the assignment, is a follow-up of the EU Council decision from 2017 regarding increasing insights and knowledge about the transition between education and the labour market. Along with 17 other European nations, Norway has registered its participation in implementing this.
