The aim is to increase the conditions for eels that have grown up in inland waters to contribute to recruitment. This is done by a supplier establishing and implementing a voluntary program for fishermen with special permission from the Swedish Agency for Marine and Water Management to fish for eel, where the catches of silver eel are bought, transported and released in a place where the eel has the opportunity to contribute to recruitment. In order for the assignment to achieve its purpose, the assignment is limited to include named waters with downstream hydropower plants without orderly downstream passages for migrating eels and to Lake Mälaren as there is uncertainty as to whether spawning migratory silver eels that have grown in the lake can migrate out and contribute to recruitment. The purchase, transport and restocking of silver eel fished in the following waters may thus include a voluntary programme: Bolmen, Hjälmaren, Mälaren, Roxen, Rusken, Sommen, Sottern, Stora Lee, Vombsjön, Vänern and Ymsen.
