Said platform (called eTOD notification platform) must allow external parties (project owners) to indicate the location of permanent or temporary obstacles to air navigation as well as changes in relief.
The eTod notification platform will be a new and effective means of communicating data on obstacles to public authorities, in accordance with the new legislation on the subject (AR which will probably be published in spring 2021). It offers the contracting authority a means of collecting and managing this data more efficiently and taking the necessary decisions in accordance with the legislation to be complied with (Chapter 10 of Annex 15 to the Chicago Convention of 7.12.1944 relating to aviation civil law and regulation n ° 73/2010 of the European commission of 26.1.2010 defining the requirements relating to the quality of aeronautical data and information for the single European sky).
By obstacles we mean a fixed or mobile object, or parts thereof, located on the ground or in the water at a height of at least 60 m above, where applicable, ground level, the surface of inland waters or of mean sea level. A modification of the relief is a permanent elevation or digging of the ground in an area for which the ground level is at least 10 m above or below the original level after the end of the work. The extent of the area does not entirely fall within a circle with a radius of 15 m.
Via this platform, surveyors appointed by said project owners will also be able to communicate and indicate detailed surveys and other information relating to said obstacles and changes in relief.
Said platform must be implemented in such a way that the IGN fulfills its role within the framework of the cooperation agreement signed with the FPS Mobility and Transport and the Ministry of Defense within the framework of the legislation on the management of obstacles. air navigation and field data.
The services to be provided consist of:
- the creation of the new notification platform in accordance with all the specifications;
- the execution of modifications compared to the current specifications in an envelope of 20 days of work during the realization of the platform. Only working days ordered are invoiced. It is therefore possible that fewer days than the 20 planned working days are used;
- the operation of the new notification platform for a period of at least 4 years after allocation. Operation means that as a supplier you are responsible for the functionality of the system, including its maintenance, but not limited to, software licenses or subscriptions, hardware, telecommunications. You are responsible for all the components necessary for the proper functioning of the notification platform, excluding the components that the notification platform consumes from IGN, the Federal Authentication Service (FAS) and the database. data from the surveyors of the FPS Economy. In the event of problems with the services of the FAS and the FPS Economy, you, as a supplier, contact the service concerned directly without the IGN having to serve as a mailbox;
- the execution of modifications compared to the current specifications in an envelope of 100 working days, after the production period distributed over the remaining time of four years. Only days ordered are billed. It is therefore possible that over the period of four years less days than the 100 days of planned work are used,
- Helpdesk service concerning operational and technical questions of end users of the notification platform,
- Regular reporting to IGN on production and operation.
