Ceredigion County Council is seeking to appoint suitably qualified and competent suppliers to a national framework agreement for the supply and delivery of catering packaging products.
This tender exercise is the result of a collaborative project in which Ceredigion County Council, Torfaen County Borough Council, Caerphilly County Borough Council, Monmouthshire County Council and Pembrokeshire County Council worked together with Welsh Government to find the best ways of delivering the aims and objectives of the well-being and future generations act through tender exercises and contracts. Bidders must be aware of the strong emphasis on achieving the goals and objectives of the act in this tender exercise and the requirement to deliver those through the resulting framework.

Lot 1 — this has a standard core list of products including some.
Single use plastics and other less sustainable items. The lot is appropriate for organisations not yet using sustainable products and who need an immediate or short term solution. ‘Short term’ is envisaged to mean no longer than 24 months, after which customer organisations should be at a stage where they are ready to move to Lot 2.
Lot 1 tender submissions are evaluated 50 % on quality and 50 % on price as detailed in this notice.
Lot 2 — This lot has a similar core list to Lot 1 but suppliers are required to substitute various items with even more sustainable options*. The lot is suitable for organisations who have already made the commitment to use sustainable products, and those that are ready to take that step.
More sustainable options may include, but are not limited to:
— packaging with higher recycled content, and/or
— packaging made solely from widely recyclable materials, and/or
— reusable packaging.
Lot 2 tender submissions are evaluated 50 % on quality and 50 % on price as detailed in this notice.
Lot 3 — A lot with a number of suppliers that can only supply single or a small range of sustainable items, and who want to work with buying organisations to broaden the scope of their offerings. The lot is suitable for organisations who are already advanced in their use of sustainable items and are looking to increase usage further, or have special requirements. For example, not limited to:
— reduced packaging levels (avoiding single-use plastics packaging and ‘rightweighted’ packaging, etc.).
Lot 3 tender submissions are evaluated 100 % on quality.
