Award procedure Linienstern Mühldorf 2025+

Public service contract in local rail passenger transport within the meaning of Article 5 Paragraph 1 of Regulation (EC) No. 1370/2007 of the European Parliament and of the Council of October 23, 2007: Linienstern Mühldorf 2025+.

The transport services to be provided include the operation of regional traffic in the network "Linienstern Mühldorf 2025+" on the lines Mühldorf (Obb.) - Simbach, Mühldorf (Obb.) - Passau, Mühldorf (Obb.) - Landshut, Mühldorf (Obb.) - Burghausen, Mühldorf (Obb.) - Salzburg, Mühldorf (Obb.) - Rosenheim, Mühldorf (Obb.) - Traunstein, Traunstein - Traunreut, Munich - Wasserburg, Traunstein - Waging, Prien - Aschau, (Landshut–) Neufahrn - Bogen, Munich - Mühldorf (Obb.).

The services are to be provided from the beginning of the timetable year 2025. The contract ends at the end of the timetable year 2035 or – if the extension option is exercised (see II.2.7) – at the end of the timetable year 2038.

The transport contract to be concluded is designed as a net contract, ie the transport company bears the risk of developing the fare receipts. The traffic management contract will contain detailed specifications regarding the quality of the transport services to be provided.

At the start of operation in operating stage 1, the timetable concept essentially corresponds to that of the 2022 annual timetable in the Linienstern Mühldorf network. In operating stage 2, all services of the Wasserburg (Inn) Bf – Grafing Bf – Munich Hbf line will be cancelled from the 2027 timetable. Following the electrification of the Ebersberg – Wasserburg (Inn) Bf line, these will be integrated into the Munich S-Bahn system. In operating stage 3, the commissioning of the 2nd S-Bahn trunk line will be assumed from the 2029 timetable. This will result in far-reaching timetable changes on the Munich – Regensburg route, which will eliminate current connections at Neufahrn station (Ndb.). Accordingly, it will be necessary to connect the trains of the Gäubodenbahn Bogen – Straubing – Neufahrn (Ndb.) approximately every 2 hours to Landshut (Bay.) Hbf or from Landshut (Bay.) Hbf to be extended.

It is envisaged that those companies which are invited to submit an offer after the conclusion of the participation competition (see VI.3) must first submit an offer within the framework of an indicative offer for the following variants with regard to the use of vehicles:

a) Use of non-barrier-free diesel vehicles and no use of vehicles with fuel cell drive b) Use of non-barrier-free diesel vehicles and use of vehicles with fuel cell drive on the RB 42 Mühldorf - Burghausen line c) Use of barrier-free diesel vehicles and no use of vehicles with fuel cell drive d) Use of barrier-free diesel vehicles and use of new vehicles with fuel cell drive on the RB 42 line Mühldorf - Burghausen.

It is intended that, on the basis of the indicative offer, negotiations will be conducted with the bidder on the final definition of the requirements for the vehicles to be used. As a result of these negotiations, a variant will then be determined by the contracting authority, which will be the basis for the submission of the final tender.
