The subject of the call for proposals is the awarding of a consulting contract for an overall concept of products, prices and revenue distribution of a country tariff or Bavarian roof rate, including further development of the Bavaria ticket product family (tariff and EAV concept) and implementation support.

Tariff and revenue allocation developments must take into account the requirements for tariff formation and application as well as revenue allocation defined by the Bavarian State Ministry for Housing, Construction and Transport (StMB) and the client. Details can be found in the procurement documents.

In order to increase the attractiveness of local public transport and to reduce barriers to access to public transport, the Free State of Bavaria is striving for consistent electronic distribution throughout Bavaria. The Bavarian State Ministry of Housing, Construction and Transport and BEG commissioned a comprehensive study to this end in 2018. On this basis, a Bavarian overall strategy for a consistent Bavaria-wide e-ticket was developed, which is based on two central pillars and was adopted by the Council of Ministers on October 27, 2020:

• Introduction of a uniform country tariff for all supra-regional relations of the SPNV and/or general public transport and connections across interconnected and tariff area boundaries while maintaining local tariff sovereignty as well as • creation of a consistent distribution for the country tariff as well as the network and corporate tariffs, both via Free State portals with the DEFAS Bavaria background system as well as portals of transport companies and associations.

A gradual development and introduction of the country tariff is envisaged at the tariff. The existing Bayern-Ticket package is to be further developed and will then be successively supplemented with relationship tickets with local and regional follow-up mobility — i.e. a ticket for bus+SPNV+bus.

For the start-up phase, BEG has launched the “Bavarian State Tariff” project on behalf of the StMB. BEG thus bears project responsibility and is responsible for implementation. Close project support by the StMB is planned.

As part of the order advertised here, the overall concept of products, prices and revenue sharing of a country tariff or Bavarian roof rate as well as an optimized Bavaria ticket product family (tariff and EAV concept) is to be developed and supported in their implementation phases.
