Description:

Technical assistance services. The requirement for this Technical Assistance over a period of 3 years is defined as follows:

a) To conduct a full review of all Core and UOR Protected Mobility Team (PMT) platform Safety & Environmental Cases currently deployed in support of OP HERRICK or within UK training establishments in a timely manner;

b) To ensure all Risks are reduced to a level that is As Low As is Reasonably Practical (ALARP) and that it has been demonstrated that the cost of any further Risk Reduction, where the cost includes the loss of a defence capability as well as financial or other resource costs, is grossly disproportionate to the benefit obtained from that Risk Reduction;

c) To ensure that for all PMT projects, accidents and hazards are continually analysed, risks are mitigated and an audit trail is provided for all safety related decisions, inclusive of robust ALARP statements;

d) To review, build and document new and evolving evidence that will allow Core and UOR PMT Platforms deployed in support of OP HERRICK or within UK training establishments to be deemed safe and fit for purpose;

e) To enable PMT to meet its legal and full ‘Duty of Care' obligations to the User and General Public for safe & fit for purpose platforms, thus ensuring any deficiencies and/or non conformities are addressed iaw the PMT Safety and Enviromental Management System (SEMS);

f) To add an element of impartiality and allow for any identified issues and shortfalls to be addressed in an appropriate timely manner iaw with the requirements laid down within the contract;

g) To provide Technical Subject Matter Expert advice to PMT to enable read across from and to all platform hazard Logs, and onto platform training aids and associated similar platform equipment;

h) To ensure the live PMT hazard logs held on eCassandra version 2 are also reviewed periodically and updated regularly to ensure time constraints are not exceeded.
