PSR Competitive Procedure for the Provision of Insourced ENT OP Services - HUTH Contract for the period 01/04/2025 to 31/03/2026 with option to extend for a further 3 months. Estimated contract value £500,000 for the initial 12 month term (£625,000 inc. 3mth extension option).
Hull University Teaching Hospitals NHS Trust (HUTH) plan to work in partnership with an agreed provider to facilitate provision of additional ENT outpatient clinics in support of a focussed backlog clearance programme for both adult and paediatric patients.
The supplier will provide appropriate qualified and experienced staff to support new outpatient clinics in ENT. The staff required will be appropriately qualified and experienced Consultant ENT Surgeons and support staff including Audiologists, Registered Nursing staff and Healthcare Assistants.
HUTH will identify a cohort of ENT patients who are currently waiting for a first outpatient appointment. The patient cohort to be seen in clinic will be triaged new un-booked out-patients awaiting their first appointment with associated diagnostic tests/Audiology tests and required treatment along with a management plan detailing any further follow-up care required.
There will be an expectation to work to the national new to review ratio for patients requiring a follow-up and for ENT this is an average of 0.92 reviews per new appointment (if clinically indicated). The expectation is that rather than automatic issue of a follow up appointment, use should be made of the PIFU option should it be deemed not appropriate to discharge the patient. The clinic bookings will be made in line with agreed booking rules for new patient clinics which are: • A half day clinic (morning or afternoon) would consist of 12 new patients • An all day clinic would consist of 24 new patients • Evening clinics would consist of 12 new patients
HUTHT would request a minimum of 16 clinics per month, either as full days or evenings.
The activity volumes are as follows: - - 1000 new ENT referrals (2025/26 plan - minimum) - Estimated 70% requirement for audiology and associated diagnostics - Follow-up appointments to be no more than national ratio of 1new to 0.92 follow up’s - There is an expected 10% conversion rate for elective theatre procedures, although any patients identified as requiring surgical intervention will not form part of this agreement.
