This evaluation commission is for the first year of piloting and the beginning of roll out of the Victim Transformation Programme. It will focus on supporting the programme team to learn, adapt and improve during piloting, as well as, to lay the foundations for conducting an impact evaluation, and scope the feasibility of conducting a cost benefit analysis.
