Description:
Birmingham City Council and Birmingham Children’s Trust are procuring contracts for Short Break Services, including universal brokerage, targeted short breaks for children with complex needs, and specialist short breaks such as intensive family support and specialist fostering.
Short Break Services.
Birmingham City Council (BCC) is leading a joint procurement with Birmingham Children’s Trust (BCT) to establish contracts for the provision of Short Break Services. The Services will be for Birmingham City Council and Birmingham Children’s Trust as follows:Contracts with Birmingham City Council;• Lot 1 – Universal Brokerage• Lot 2 - Targeted Short BreaksLot 2 is further split into;o Lot 2a: Short Breaks for children with complex needs – 1 o Lot 2b: Short Breaks for children with complex needs – 2 o Lot 2c: Short breaks for children with Autismo Lot 2d: Short breaks for physically disabled children with complex needsContracts with Birmingham Children’s Trust;• Lot 3 - Specialist Short BreaksLot 3 is split into;o Lot 3a – Intensive Family Support o Lot 3b – Specialist Fostering
Lot 1 - Universal Brokerage
Development of universal short breaks to create inclusive and accessible short breaks for all disabled children in Birmingham. Aims to support community-based providers, address service gaps, facilitate collaboration, and establish a centralised resource for families. Additional information: The contracting authority for this Lot will be Birmingham City Council
Lot 3 - Specialist Short Breaks - Intensive Family Support
The contracting authority for this sub lot will be Birmingham Children's Trust.Intensive Family Support: direct work with disabled children, young people, siblings and parents in the home and community at different times including early mornings, after school and weekends over a nominal 6-month period.
Lot 3 - Specialist Short Breaks - Specialist Fostering
The contracting authority for this sub lot will be Birmingham Children's Trust.Specialist Fostering: the provision of a city-wide Specialist Fostering Placement Service (day and night-time care) to provide short breaks for families of children and young people (CYP) with complex needs. The service will be delivered overnight, at weekends, during school holidays, and weekdays after school as required (times will be flexible to meet needs of individual families).

Targeted Short Breaks: Services for disabled children with more complex needs, offering dedicated activities to accommodate the needs of children, young people, and their families with reserved capacity for BCT to make referrals as detailed in Lot 2 Service specification.
