Description:
Establishment of a framework agreement for social care supported living services primarily for adults with learning disabilities, mental health conditions, neurodiversity, and continuing health care needs to promote inclusive lives through quality services.
Inclusive Lives Framework Agreement: Part 1: Supported Living. This procurement is for the establishment of a framework agreement ("the Framework") as a procurement vehicle for the commissioning and procurement, by Southampton City Council ("the Council") and the Hampshire & Isle of Wight Integrated Care Board ("the ICB"), of social care supported living services under the Council's Inclusive Lives commissioning agenda. The procurement will be conducted under the "Light Touch Regime" in accordance with the Public Contracts Regulations 2015, Regulations 74-76. The services will primarily - but not exclusively - be for adults with lived experience of learning disability and / or mental health conditions and comparable needs, neurodiversity (including autism) and individuals in receipt of continuing health care services. The procurement will seek to source a range of experienced service suppliers to the Framework to support the Council and the ICB in its aim of generating opportunities for individuals to experience inclusive lives through access to good quality supported living and outreach services enabling them to maximise their capacity to live independently and achieve their identified goals and outcomes. The Framework will commence from 1st October 2024 and will have an initial term of 6 years and 6 months (i.e. 78 months). The Council will have the option to extend the Framework Agreement term, by up to three further periods each of one year in length, by the provision to the Service Provider of at least 6 months in writing, so that the maximum length of the Framework Agreement will be 9 years and 6 months (i.e. 114 months).
