The rectangular, compact and largely openless building is planned as a massive reinforced concrete structure due to its classification as a critical infrastructure. The hillside location is used to integrate the two-storey building, so that the structure in the north can only be seen on one floor, and access is therefore at ground level on the upper floor. A double pelshell reinforced concrete wall is planned as the facade, which will also have a rainscreen smooth sheet facade on the upper floor.
Outside, the building is surrounded by an all-round perimeter protection system. Parking spaces including driveway and terrain modelling are planned outside this zone.
