Strengthening evidence and momentum to advance the rights of persons with disabilities through the 2nd World Report on Disability

With the financial support of GIZ, the International Disability Alliance, in coordination with Christian Blind Mission (CBM) and on behalf the wider group of global agencies committed to contributing to the Report, has initiated a project to spearhead the production of the 2nd World Report on Disability (WRD2). Over a period of 12 months, the project will support the establishment and initial phase of a collaborative, inter-agency process to produce the WRD2, involving all agencies/funds/programs in the UN system as well as OPDs and CSOs, towards the production of a quality product reflecting developments on the situation of persons with disabilities since the 2011 World Report by the WHO and World Bank.It will support three streams of work that are integral to the relevance and traction that a 2nd Report should generate to support the advancement of the rights of persons with disabilities.

Under guidance and supervision from IDA and with the support of the Experts Group (see below, “Management of the consultancy”), the selected consultant will conduct a research exercise to collect, review, catalog, and critically analyse available evidence on developments since the first World Report, including an audit and/or stock-taking exercise drawing from existing reports produced by various agencies. Particular attention will be paid to mapping experiences and priorities, research methodologies and indicators, and identifying gaps in analysis.The selected consultant is expected to:

- Propose a research methodology and an indicative outline for the final product (inception report).

- Conduct a desk review of evidence, data practices, examples, etc.

- Map and catalog the identified materials.

- Review and compile the contributions, recommendations, and demands springing from the consultation of the Organizations of Persons with Disabilities (OPDs), steered by IDA.

- Based on the analysis of the review and under guidance from the Steering Group (see below, “Management of the consultancy”), propose a methodology for developing the report.

- Whenever deemed necessary and in collaboration with the Experts Group (see below, “Management of the consultancy”), conduct interviews with key informant and stakeholders.

- Provide a critical analysis to support the production of a report on the developments of the situation of persons with disabilities since the 2011 World Report.

- Draft a final report on the findings to support the continuation of the preparatory process of the WRD2.

The consultant is expected to produce at least the following products:

- An inception report, detailing the research methodology and the outline of the final report.

- A final report comprising, at least:

o The main findings of the analysis of the available evidence testifying to progress against the recommendations of the first world report, and a review and gap map of evidence informing the situation of persons with disabilities.

o A compiled list of recommendations/ priorities springing from the consultations with OPDs.

o A synthetic set of recommendations for the future WRD2’s methodology, and progress towards.

o A comprehensive list of analysed sources and documents.
