Programme support for the operational programme of the Free State of Saxony Sustainable Integrated Urban Development for the ERDF 2021 to 2027

The city of Plauen has been included in the program "European Regional Development Fund (ERDF 2014-2020)" - project area "Sustainable Integrated Urban Development" with the area "Haselbrunn with Dobenauareal" with the grant decision of the SAB dated 13.09.2023. The aim of this call for proposals is to commission the programme support and public relations work. The programme facilitator to be commissioned takes over the entire organisation and coordination of all questions and problems related to the implementation of the programme and thus also shares responsibility for the orderly course of the overall measure. The scope of the ERDF area covers an area of approx. 88 ha and has a mix of residential, commercial, commercial and service facilities.

These are consulting services and technical-organizational services:

1. Coordination of the preparation and implementation of projects in all fields of action between the city, the project sponsor and the planners involved,

2. Project-related cooperation with the testing and approval body as well as the remediation agency with regard to the eligibility of the individual projects and other action-related factors,

3. comprehensive knowledge of the development area, networking with local partners and stakeholders with regard to effective implementation of measures,

4. Expertise and experience in building energy consulting and climate protection management

5. preparation, control and updating of the expenditure and financing plan for the individual measures and the overall measure as well as deadline monitoring in accordance with the grant notice,

6. Complete preparation of disbursement applications, interim and proof of use as well as other necessary evidence for individual projects and the overall measure,

7. Organization and coordination of public relations work in close coordination with the city administration,

8. Moderation and information on projects in the administration, in the city council and its committees as well as at public events,

9. Advising private applicants and preparing necessary contracts with the city administration,

10. Compliance with and implementation of EU state aid rules,

11. Monitoring of indicators
