The subject of the contract is the winter maintenance and cleaning of road lanes of the city of Poznań

in Region IV – Nowe Miasto-Południe and in Region V – Grunwald in the period from 16 October 2023 to 15 April 2024 – snow removal and removal of winter slippery and removal of pollution from roadways, pedestrian roads, bicycle paths, city squares, underground passages and footbridges, parking spaces of the Paid Parking Zone, clearing pollution from roadsides and green areas, emptying and maintenance of street bins, as well as providing equipment support for the activities of the Cleanliness Ambulance.

The subject of the contract is winter maintenance and cleaning of road lanes of the city of Poznań in region IV - Nowe Miasto-Południe, in the period from October 16, 2023 to April 15, 2024 - in particular snow removal and removal of winter slippery and removal of pollution from the roadway, pedestrian roads, bicycle paths, city squares, underground passages and footbridges, parking spaces of the Paid Parking Zone, clearing pollution from roadsides and green areas, emptying and maintaining street bins, as well as providing equipment support for the activities of the Cleanliness Emergency.

The boundaries of the district are defined by the map that is annexed to the SWZ.

The contract task is to fulfil the obligations associated with the maintenance of cleanliness and order on public roads within the administrative limits of the city of Poznań, imposed on the Contracting Authority in accordance with the provision of Article 5 (4) of the Act of 13 September 1996 on maintenance of cleanliness and order in municipalities.

The subject of the order shall include performing the following actions, such as:

- prophylactic protection of the roadway against winter slipperiness,

- draining roads, pedestrian roads and bicycle paths using ploughshare ploughs mounted on salters, sandblasters, trucks and agricultural tractors (the use of tractors is prohibited in the Old Town part of Region V – inside the II communication frame);

- snow removal of roads, pedestrian roads and bicycle paths in mechanical-manual technology,

i.e. supplementing the mechanical flushing with manual shoveling of snow cover in places inaccessible to ploughs;

- removal of winter slipperiness with the use of appropriate (appropriate) doses of chemicals and roughening agents;

- manual cleaning from slush and permafrost of the roadway in the zone of designated pedestrian crossings;

- surface roughening after shoveling snow and ice;

- removal of permafrost around street inlets on an ongoing basis in order to drain water from the roadway

from melting snow;

- constant patrolling of the roads covered by the contract in order to assess the effectiveness of the actions taken on an ongoing basis

and applied technologies, correcting the routes of ploughs and ploughs in the event of loss of passability of certain road sections and immediate reaction to the occurrence of local slipperiness;

- maintaining constant dispatch duty working in continuous motion, constant observation of the weather condition and analysis of data from weather stations and the IMiGW Forecast Office in terms of actions taken;

- eliminating slipperiness on driveways by manual sprinkling with chemical and thickening agents – in the case of difficult passage of sprinklers caused by congestion of streets;

- cleaning the roadway from sand and other impurities;

- the collection and disposal of waste accumulated in road lanes in equipment intended for this purpose and the maintenance of these facilities in an appropriate sanitary, orderly and technical condition;

- removal of mud, snow, ice and other debris from pedestrian roads, if the road administration collects fees for parking or parking motor vehicles on such a pedestrian road or its part;

- clearing mud, snow, ice and other debris from the surface of public parking spaces of the Paid Parking Zone, reserved parking spaces designated in the SPP and wheelchair envelopes;

- clearing mud, snow, ice and other debris from bicycle roads and city squares, as well as pedestrian roads, if they are not located directly on the border of the property adjacent to the road lane;

- cleaning up pollution from roadsides and green areas;

- providing hardware support in the event of emergency events.
