Description:
Registration and validation of old commercial sites in the independent city of Frankenthal (LUZI+ Frankenthal); Repetition of the annulled procedure

This is a repetition of the repealed procedure LfU_13_26/2023. With respect to the suspended procedure, the eligibility criteria have been amended in accordance with 7.2.2 of Form 205.

The subject matter of the contract is the updating and validation of the collected farm area data as well as the research of PFAS-relevant areas in the independent city of Frankenthal within the framework of the systematic old site survey in Rhineland-Palatinate, including the entry of the data into the soil protection cadastre BIS-Bokat and the review of the recording system.

The services to be provided by the Contractor consist of the following project phases with the tasks listed in each case:

Update (Phase 0):

Updating of the database by evaluating the municipal trade register, recording of PFAS-relevant areas by extinguishing foam inserts, interim report to clients.

Preliminary examination (phase 1):

Preliminary examination of the (operational) areas by comparison with various criteria, localization or location check if necessary, interim report to the client.

Datennacherhebung (Phase 2):

Evaluation of (construction) files and maps (MTKA) etc., interim report to clients.

Standortprüfung (Phase 3)

Validation of the pre-inspected operating areas by means of site visits/inspections including photo documentation, interim report to the client,

Data entry in BIS-BoKat, if necessary carrying out a site inspection in the event of increased effort due to more complex local conditions or usage conditions.

In-depth survey (phase 4)

If necessary, further research in detailed documents as part of the in-depth survey, data entry in BIS-BoKat, interim report to the client.

Coordination with the authority responsible for the survey assessment (phase 5)

Data entry in BIS-BoKat,

Meeting of 2 hours with the client using video conferencing software,

Meeting of 2 hours each with the client and the project participants on site in the project area,

Preparation of a short final report as a PDF document,

optional: Preparation of maps for systematic evaluation, which were identified in the course of the research and evaluated as relevant.

The framework agreement is expected to cover the following number of areas:

- Chapter 3.1 (Phase 0): 800 areas

- Chapter 3.2 (Phase 1): 2,500 areas

- Chapter 3.3 (Phase 2): 1,250 areas

- Chapter 3.4 (Phase 3): 350 areas

- Chapter 3.4 (Phase 3 Surcharge): 40 areas

- Chapter 3.5 (Phase 4): 210 areas

- Chapter 3.6 (Phase 5): 250 areas

- Chapter 4.1.1: 1 piece

- Chapter 4.1.2: 2 pieces

- Chapter 4.1.3: 9 pieces

- Chapter 4.5: 1 piece

- Chapter 4.6 (optional): 200 hours

This is only a careful estimate by the client on the basis of the figures from projects already carried out within the framework of the systematic old site survey. Billing is based on the actual figures provided on the basis of the price information in the price sheet (see form 302 of the tender documents). Since only limited budget funds are available per calendar year 2024 and 2025 (see remuneration ceilings in § 3 para. 1 of the contract (form 414 of the tender documents)), the framework agreement is concluded with the following remuneration ceilings:

2024 max. 85,000 EUR (gross)

2025 max. EUR 125,000 (gross).
