The purpose of this consultation is to set up, for each of lots 1 and 2, a single-beneficiary framework agreement with mixed execution without minimum and with maximum in value for part executed on order forms in application of articles R. 2162 -2 et seq., R. 2162-13 and R. 2162-14 of the public order code and partly executed on subsequent contracts for services not provided for in the price schedule. For lot 3, a composite contract will be concluded, partly concluded in the form of an ordinary contract at a fixed price and partly concluded in the form of a single-beneficiary framework agreement, without a minimum and with a maximum fixed in value, with mixed execution which will give rise to the issuance of purchase orders and / or the conclusion of subsequent contracts, according to the needs of the buyer.

The purpose of the framework agreement is to provide software for managing incentive pricing (incentive household waste removal tax) and the special fee in SaaS mode, lot 1 of the acquisition transaction, implementation and maintenance of software solutions for various services of the Val de Fensch agglomeration community. The services are the subject of a single-beneficiary framework agreement, with no minimum and with a maximum in value defined according to the period, passed in application of articles R. 2162-1 to R. 2162-4, R. 2162 -5 to R. 2162-6, R. 2162-7 to R. 2162-14 of the public order code. The framework agreement will be of mixed execution in application of article R. 2162-3 of the public order code. It will give rise to the issuance of order forms and / or the conclusion of subsequent contracts, depending on the buyer's needs. - training,

- maintenance,

- assistance,

- data transfer if necessary.

The services are the subject of a single-beneficiary framework agreement, with no minimum and with a maximum in value defined according to the period, passed in application of articles R. 2162-1 to R. 2162-4, R. 2162 -5 to R. 2162-6, R. 2162-7 to R. 2162-14 of the public order code. The framework agreement will be of mixed execution in application of article R. 2162-3 of the public order code. It will give rise to the issuance of order forms and / or the conclusion of subsequent contracts, depending on the buyer's needs. The purpose of this framework agreement is to provide the following services:

- data transfer if necessary.

The object of the contract is the supply in hosted mode (SaaS) of a software solution for the award and management of public contracts including a buyer profile and the performance of associated services, lot 3 of the acquisition operation, implementation and maintenance of software solutions for various services of the Val de Fensch agglomeration community. The services will give rise to the conclusion of a composite contract concluded partly in the form of an ordinary contract at a fixed price and partly in the form of a single-beneficiary framework agreement, without minimum and with a maximum fixed in value for the entire duration of the framework agreement, is made in application of articles R. 2162-2 to R. 2162-4, R. 2162-5 to R. 2162-6, R. 2162-7 to R. 2162-9, R. 2162-13 and R. 2162-14 of the public order code. The public contract partly involving a framework agreement will be of mixed execution in application of article R. 2162-3 of the public order code. It will give rise to the issuance of order forms and / or the conclusion of subsequent contracts, depending on the buyer's needs.

- Market services including the implementation of the solution, namely the following services: project management and conduct, hosting, differential analysis, configuration, data recovery, training and initial start-up assistance as well as maintenance, support and assistance in use are subject to an ordinary contract at a global and fixed price;

- the additional project management, training and IT assistance services listed in the price schedule that would prove necessary for the conduct of the assignment will give rise to a framework agreement with order forms under the conditions specified in the specifications special administrative clauses;

- additional services not included in the price schedule such as for example the acquisition of additional modules, connectors or interfaces will give rise to a framework agreement for subsequent contracts under the conditions specified in the special administrative clauses.
