The contracting authority shall seek advice on the development of a sustainable career policy for statutory and contract staff.
The notice must include the following:
• Scientific (university) study on sustainable careers, agility and employability of employees in the federal administration (lot 1). Several questions can be addressed in this study:
o How can we make our careers more sustainable and attractive?
o What functions are at risk of disappearing within the federal administration? How can we direct employees in these roles to another function?
o Where can mobility and training be used to fill functions?
o How to ensure that employees remain employable longer?
• Advice, support, analysis and concrete recommendations for the implementation of action plans aimed at developing a sustainable and motivating career for federal employees (lot 2). To do this, the actions take into account the studies, reports and analyses already carried out. They may address issues such as:
o How can the federal administration develop a more attractive and advantageous career for both the employee and the organisation?
o How to strengthen the employability of employees taking into account certain regulations, families of functions, the career system and the competence model of the federal administration?
o What actions (monetary and non-monetary) can the federal administration take in the short and medium term to motivate employees in their careers?
