With the entry into force of the Wmo 2015, the municipalities of Blaricum, Eemnes, Gooise Meren, Hilversum, Huizen, Laren and Wijdemeren will be responsible for Protection and Care (addiction care, public mental health care, sheltered housing, and social care) as of 1 January 2015. As of 1 January 2017, the policy coordination and procurement for Protection and Reception of the central municipality of Hilversum has been transferred to the joint scheme for the Gooi and Vechtstreek Region.

The Region intends to conclude an agreement per lot with one (1) tenderer, with the exception of lot 1. For lot 1, the Region intends to conclude an agreement with two (2) tenderers.

The Agreement per lot will enter into force on 1 January 2023 for the duration of four (4) years, with the initial contract period ending on 31 December 2026. After the initial contract period, the Region may extend the Agreement for a maximum of two (2) years per renewal (4+2+2).

The Protected Living plot consists of four (4) effort-oriented products, namely:

1. Protected Housing Regular;

2. Protected Living Intensive;

3. Protected Home;

4. Assessment Protected Living.

This protected living plot for the specific target group LVB in combination with autism is new. This was chosen because regional practice has shown that there is a certain structural demand for protected housing with a specialization LVB in combination with autism and the regular protected housing providers in this region do not consider this specific target group to their expertise. All product descriptions of lot 1, including the associated requirements, also apply to this lot, with the exception of the product Protected Home as this product is not purchased through lot 2.

The protected living target group LVB in combination with autism consists of three (3) effort-oriented products, namely:

1. Protected Housing Regular;

2. Protected Living Intensive;

3. Assessment Protected Living.

The Social Care plot consists of the following products:

1. Crisis shelter incl. walk-in

2. Youth care incl. walk-in and outreach team

3. Homeless shelter incl. walk-in

4. OGGz (work-based daytime activities)

5. 24/7 range and availability & crisis management function.

The Respite Care parcel consists of the delivery of one (1) product, namely:

1. Respijtvoorziening.

In accordance with policy plan 2022 – 2025, the respite provision will be purchased by the Region after a successful pilot.

It is important that the volume (the number of places) is based on the available financial framework. However, the Region does not exclude that the volume may increase, whereby a maximum increase of 100% is possible (so 4 + 4 places). If there is an intention to increase the volume, the contracted provider will be asked to expand the number of places. In that case, the available financial framework increases in proportion to the increase in the number of places.

The Verslavingszorg parcel consists of the following products:

1. Prevention (addiction)

2. KOPP/METAL

3. Meddling care (addiction) incl. consultation & advice

4. Methadone/medicatieverstrekking

5. Guidance on dealing with relatives

As described in section 1.6.1, the Region currently has a contract GGZ meddling care consisting of 3 products. Due to administrative burden reduction, the current products have been reduced to 1 product. In addition, a new product has been added, namely GGZ Mantelzorg. This new product comes from the policy plan 2022 – 2025 and will be monitored and evaluated during the term of the contract. The maximum available budget for meddling care has changed due to the retirement of Weesp from the Gooi and Vechtstreek region.

The respite care parcel consists of the delivery of two (2) products namely:

1. Meddling care (GGZ) including consultation and advice

2. Mental health care
