The goal is to evaluate whether the dental health service's competence centres have functioned in accordance with the intentions of them being a competence centre for the dental health services, both public and private in their region. This involves assessing the assignments that the centres receive a subsidy for:
• give professional support to public and private dental health services, and advice to other service areas and the population
• carry out research and knowledge development
• participate in the practical/clinical part of dentists' specialist education
In addition the evaluation ought to cover the extent to which the centres contribute to strengthening specialist competence within the dental health field in the counties, and to persons with rights in accordance with the Dental Health Service Act, and others who receive county services based on the Norwegian Parliament's budget decision receiving specialist dental health services. This is so that a better contribution can be made to ensuring that patients have access to good specialised dental health treatment nationwide.

The evaluation ought to go along several dimensions and it can be based on a service, user, and knowledge perspective. The dental health service will also be a user in this connection, i.e., user of the competence centres' services.
The estimated contract value is NOK 1,500,000 excluding VAT. The estimated value is not binding for the contracting authority.
