Alva Companies Oy is the driver of the Water Distance Lecture Competition Project, which seeks solutions for remote water lecture using remotely legible water meters and supporting data transfer and related services in conjunction with seven (7) water companies (subscribers). In addition to Alva, the water companies included are: Kymen Vesi Oy, Lappeenrannan Energiaverkot Oy, Pori's water business facility, Riihimäen water supply company, Turku Väähuolto Oy and Tampereen Vesi liikelos.

As a procurement procedure, competitive negotiation in specific areas is used. This is a request for participation for candidates enrolled in a competitive negotiation procedure.

The acquisition will include approximately 113,700 water measurement points, which will be used for either billing or network management. The scope of the competitive acquisition consists of remotely legible water meters and supporting data transmission technologies and related services. Of the remotely legible water meters included in the competition, the majority are size DN20 to DN40. Measurement areas of remote reading are located in agglomeration or scattered settlements in geographically established operating areas of different water utilities. Subdivision content and requirements subject to competition will be detailed following negotiations to the final invitation to tender.

The objective of the acquisition is to have the products and services offered to the subdivisions open at their interfaces. In this case, it is possible to connect to them systems and different equipment in use by water plants. A wide range of data transmission technologies are also wanted to be exploited to take into account the needs of the future, as measurement and data transmission and related aspects will evolve at an accelerating rate over the next several years.

The objective of the acquisition is to make use of remote legible water meters and supporting data transmission technologies with the most open interfaces possible, enabling systems in use at water plants (e.g. customer and billing information system, the use support system, etc.). The products, services and communication technologies offered should take into account future developments.

Offers may apply to all parts or only one (1) part.

This aspect of competition is formed by remotely legible water meters. The competition includes about 113,700 water measurement points. The gauges included in the competition are divided into the size DN15 to DN300. Most of the water meters are size DN20 to DN40.
