Provision of an Authorized Body (OH) as part of its sovereign missions for the EPR2 - ESPN Conformity Assessments

The contract concerns the provision of an authorized body as part of its sovereign missions for the EPR2.

The scope of the service concerns the nuclear island of the 6 EPR2 units:

• conformity assessment of the design, manufacture and assembly of pipes classified ESPN N1, N2, N3 and pipes classified as ESP,

• conformity assessment of the design, manufacture and assembly of pressure accessories mounted in line on the aforementioned pipes (excluding valves),

• conformity assessment of the design, manufacture and assembly of SRCMR classified N1, N2, N3,

• evaluation of the justification for the Protection against Exceeding Allowable Limits (PDLA) of systems,

• evaluation of installation welds between equipment,

• evaluation of modifications/repairs to equipment already declared compliant, if necessary.

The contract NM 1431 covers the services of Authorized Organizations (HO) as part of their sovereign mission of conformity assessment under the regulation of nuclear pressure equipment (ESPN) or the regulation of pressure equipment (PED) for EDF SA, represented by the Project Management (DP) EPR2.

The piping, certain in-line pressure fittings (excluding valves) and safety accessories of the SRMCR (Safety Related Measurement Control and Regulation devices) type of the nuclear island, excluding primary branches, will be designed, manufactured and installed under the responsibility of RFP EPR2, which is the regulatory manufacturer.

The installation of all the equipment constituting the systems of the nuclear island (carrying out the assemblies between equipment, justifying protection against exceeding the permissible limits of the systems, carrying out the modifications/repairs of equipment already declared compliant if necessary) will be carried out under the regulatory responsibility of the DP EPR2 “installer”.

On the nuclear island, the scope of services is as follows:

• conformity assessment of the design, manufacture and assembly of pipes classified ESPN N1, N2, N3 and pipes classified as ESP,

• conformity assessment of the design, manufacture and assembly of pressure accessories mounted in line on the aforementioned pipes (excluding valves),

• conformity assessment of the design, manufacture and assembly of SRCMR classified N1, N2, N3,

• evaluation of the justification for the Protection against Exceeding Allowable Limits (PDLA) of systems,

• evaluation of installation welds between equipment,

• evaluation of modifications/repairs to equipment already declared compliant, if necessary.

These services cover the construction of 6 EPR2 units.

The evaluation activities will be carried out in accordance with the provisions defined in the various applicable regulatory texts (Environmental Code, European Directive (PED) n° 2014/68/EU, ESPN decree of 30/12/2015 modified (non-exhaustive list)), and in the procedures of the HO, validated by the Administration as part of their authorization and of their approval.

The following activities/equipment are excluded from the scope of the contract:

• Faucets (valves, valves,...).

• Containers (exchangers, tanks, etc.) for which conformity assessment is the responsibility of the supplier, regulatory manufacturer.

• Conformity assessments carried out under a quality assurance module.

The maximum authorized amount of all these services is estimated at €49M over the duration of the contract.
