Description:
Gołaniecka Buying Group. Electricity supply between 1.1.2022 and 31.12.2022

1. The subject of the order is the supply of electricity between 1.1.2022 and 31.12.2022 to 3,114 points of consumption (PPE) with a total estimated volume (+/- 10%) of 30,932.75 MWh, of which:

1) to premises and facilities (Part 1 of the order) — 21 973,83 MWh — the detailed list of PPE is Annex 1a to SWZ;

2) for road lighting (Part 2 of the order) — 8,958,92 MWh — the detailed list of PPE is Annex 1b to SWZ.

2. The forecast electricity consumption indicated above is indicative and may deviate from the amount of energy actually collected, during the duration of the contract. Reducing or increasing the amount of electricity does not entail any consequences for the contracting (customers), other than the need to pay for the amount of energy actually collected.

3. Settlement periods used:

Tariff Group B, C2x — 1 m-c

Tariff group C1x, G, R — 2 m ce

Supply of electricity to premises and facilities

1. Number of measurement systems accounting for the electricity consumed 1 852 pcs

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1a to the SWZ.

Ordering — Wągrowiecki County — reserves changes in the scope of the tariff group and contractual power for the points of conscription:

— item 5 PPE number 590310600000514172 — it is planned to change contractual powers from 45kW to 40kW and tariff groups from C21 to C11,

— item 11 number 590310600000514073 — the contractual power change is planned from 45kW to 25kW and the tariff group from C21 to C11

— item 22 PPE number 590310600000513960 — a change in contractual power from 45kW to 40kW and tariff groups from C21 to C11 is planned.

3. Estimated electricity consumption over the term of the contract of 21,973.83 MWh, of which:

Zone I 15,622.96 MWh

Zone II 6 113.27 MWh

Zone III 237.60 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at the level (+/-10%).

4. Deliveries will take place between 1.1.2022 and 31.12.2022, provided that details of delivery dates (commencement and termination) for individual collection points are described in Annex No 1a to SWZ column “Delivery Period”.

5. Measurement systems with tariff group B are tailored to the seller's change procedure.

6. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column "Delivery period"). The obligation to terminate the contracts lies with the contracting authorities (recipients).

7. Quality standards

1) The subject of the order is the supply of electricity with certain quality standards in accordance with applicable regulations.

2) The quality standards of electricity are described in the Act of 10 April 1997 — Energy Law and the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the operation of the electricity system (as amended) and the regulation Minister of Energy of 6 March 2019 with amendments on detailed rules for the formation and calculation of tariffs and clearing in electricity trading.

8. CPV code under which the subject of the contract is classified: 09300000-2 — Electricity, thermal, solar and nuclear power, 09310000-5 — Electricity.

9. The Contractor shall, on the basis of the power of attorney granted, be required to notify on behalf of his own and the Contracting Party (s) to the relevant DSO in accordance with the applicable rules and to represent the Contracting Party (s) before the DSO.

10. The Contracting Authority reserves the possibility of taking advantage of Article 139 (1) of Pzp, i.e. the possibility of examining and evaluating tenders in the first place and then making the qualifications of the contractor whose offer has been highest assessed, in the absence of grounds for exclusion and fulfilment conditions of participation in the proceedings.

11. As a result of the settlement of the procurement procedure, 29 contracts will be concluded.

12. The Contracting Authority requires the provision of a security of the proper execution of the contract, the Contractor shall provide 28 safeguards for the sound execution of the contract separately for each contract concluded with the Contracting Authority, excluding the contract with the District Sanitary and Epidemiological Station in Gniezno.

13.The Contracting Authority requests a defect of: 220 000,00 PLN.

14.The Contracting Authority provided for contractual penalties in the proposed provisions of the contract, inter alia, the total amount of contractual penalties payable to the Contracting Authority may not exceed 20% of the gross contractual remuneration referred to in § 11 (2). The total amount of contractual penalties payable to the Contractor may not exceed 10% of 10% gross contractual remuneration referred to in § 11 (2).

Supply of electricity for the needs of road lighting

1. Number of measurement systems accounting for electricity consumed 1 392 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1b to the SWZ.

3. Estimated electricity consumption over the term of the contract 8,958,92 MWh, of which:

Zone I 8 141.82 MWh

Zone II 817.10 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at the level (+/-10%).

4. Deliveries will take place between 1.1.2022 and 31.12.2022, provided that the details of delivery dates (commencement and termination) for individual collection points are described in Annex No 1b to SWZ column 'Supply Period'.

10. 22 contracts will be concluded as a result of the settlement of the public procurement procedure.

11. The Contracting Authority requires the provision of a security of the proper performance of the contract, the Contractor shall contribute 21 safeguards of due performance of the contract separately for each contract concluded, excluding the agreement with the Municipality of Miasteczko Krajeńskie.

12. The Contracting Authority requests a defect of: 83 000,00 PLN.

13. The Contracting Authority provided for contractual penalties in the Designed Terms of the Agreement, inter alia, the total amount of contractual penalties payable to the Contracting Authority may not exceed 20% of the gross contractual remuneration referred to in § 11 (2). The total amount of contractual penalties payable to the Contractor may not exceed 10% gross contractual remuneration referred to in § 11 (2).
