This assignment concerns the study and design for the construction of cycle paths and sewers in the Smidsestraat - Denstraat - Hebbestraat in Dendermonde and Hamme. The highways and footpaths also need to be renewed and refurbished with attention to road safety and quality of the public space.

The cycle paths are designed according to the rules concerning the organizational framework, financing and cooperation for the mobility policy (decision of the Flemish Government of 25.1.2013 and subsequent amendments and the regulations of the province of East Flanders with regard to the granting of subsidies for the construction and redesign of bicycle infrastructure on the supra-local functional cycle route network (Fietsfonds) and subsequent changes).

The sewers are designed according to the conditions regarding the subsidization of works for the protection of surface waters against pollution (decision of the Flemish Government of 5.5.2017 and subsequent amendments).

The homes that discharge into the new sewer system must be optimally disconnected. To do this, disconnection studies must be carried out.

Where necessary, building line and expropriation plans must also be drawn up and a project note regarding expropriation.

The total length is approximately 3 010 m, of which approximately 1 470 m on the Dendermonde territory and approximately 1 540 m on the Hamme territory.

As a first phase, a tender dossier will be worked out without funding for the construction of an additional cycle path on the north side of Denstraat to the east and west of the N41 in Dendermonde. The crossings must then be worked out with attention to road safety. The connection to the N41 regional road must be designed in consultation with the Flemish region.

The correct definition of the project zone of the first phase will be determined during the design of this phase on the basis of technical and traffic data and on the basis of the comments from the subsidizing authorities. The length contains approximately 300 m on Dendermonde territory. This phase must fit in to the final vision of the total redesign of the entire project.

The execution of the works on the entire route is estimated to be approximately EUR 5 841 000 excluding VAT, including the works in phase 1. The execution of the works of phase 1 is estimated to be approximately EUR 150 000 excluding VAT. For the determination of the fee for the design and management of the works in phase 1, the specified adjustment coefficient in the quotation form will be applied to the KVIV rate that applies to the implementation amount for phase 1.

The indication of these amounts in this specification and the measurement statement is based on a provisional estimate without a study of the technical data and cannot give rise to subsequent disputes and claims for damages regarding the determination of the fee if the amount of the final settlement of the remediation works in significantly deviates from the indicative estimate. The indicative estimate amount of approximately EUR 5 841 000 excluding VAT is provisionally used as a basis for awarding the contract in the tender's tender form. The actual settlement of the fee will be based on the amount of the final settlement of the works.
