The contract has not been divided into lots, because the contract is homogeneous, addressed to experienced contractors with suitably qualified staff, performing contracts with a significant degree of complexity. The scope of the contract awarded in its entirety does not limit the group of economic operators who may apply for it. The order will be executed in its entirety due to the specific scope of the project and the date of implementation. Individual line items are closely related and must be implemented in specific stages, which makes it impossible to divide them into separate orders. It is not possible for a section to function in part without building all the elements in their entirety. All stages of works are closely related to each other and depend on each other, and their execution is carried out successively according to technical and technological sequences. Only one economic operator shall be able to coordinate all the works and ensure the proper performance of the contract. Aggregation of works in one contract will avoid excessive technical difficulties, ensure proper performance of the contract by avoiding technical problems resulting from the coordination of different entities on one investment and reduce the risk of the Contracting Authority, and thus have a more beneficial impact on the cost of the investment.
