Allocation of traffic planning services of LPH 1 - 3 and 5 - 8 in accordance with Part 3 Section 4, §§ 45 ff HOAI Transport Planning for the redesign of Wilhelm-Leuschner-Straße in Heilbronn.
The planning area for the redevelopment of Wilhelm-Leuschner-Straße extends over an approx. 450 m long street from the southern start of the Wilhelm-Leuschner-Strasse/Heidelberger Straße junction to the Kanalstraße in the east. The road space at the Wilhelm-Leuschner-Straße/Heidelberger Straße junction and in the adjacent streets is to be redesigned in order to significantly improve the sometimes poor traffic quality and traffic processes at the critical junctions in the inner-city section of the B 293. There are also two subject areas. On the one hand, a noise-reducing asphalt is to be installed along the entire length of the planning area and, on the other hand, the traffic light system in Wilhelm-Leuschner-Straße at the intersection of Kastellstraße/Wilhelm-Leuschner-Straße is to be moved to the east.
The aim is to obtain a more efficient solution in the Wilhelm-Leuschner-Straße area, also with regard to urban development in Hans-Baldung-Straße.
According to RASt 06, Wilhelm-Leuschner-Straße is to be classified as an attached main road of the HS category group, whereby a maximum permissible speed of 50 km/h should apply. During planning, the concerns of pedestrian (including accessibility) and bicycle traffic in the longitudinal and transverse direction, as well as public transport (bus transport) must also be taken into account, for which — optionally — and independently of the future route, all driving relationships should be possible at connection points between major roads.
Various traffic studies have already been carried out for the planning area, which are intended to serve as a basis for the actual planning. In the eastern area of the Wilhelm-Leuschner-Strasse/Heidelberger Straße junction, two left turn lanes towards Sonnenbrunnen are to be offered in the future. In addition, an additional driving relationship from Heidelberger Straße to Neckargartacher Straße is to be implemented. As a last measure at this junction, the lane division in the southern arm is to be redistributed. An optional conversion is still under discussion at the Wilhelm-Leuschner-Straße/Kastelstraße junction, which would be applied when Großgartacher Straße was closed to the west.
The order volume of engineering services comprises work phases 1-3 and 5-8 in accordance with §47 HOAI 2021 for the property planning of traffic facilities. In addition, the services for local construction supervision in accordance with HOAI 2021 Appendix 13 No. 13.1 are also provided for the traffic facilities. As a special achievement, management coordination is to be worked on. The commissioning should be carried out in stages.
