Description:

Renovation or creation of technical installations is necessary on CEA's DAM sites as well as on certain military bases that carry out missions for the benefit of nuclear defense. These installations referred to in Article R * 1333-758 of the Defense Code may be nuclear installations subject to French regulations on nuclear safety and environmental protection or the technical installations necessary for their operation. and subject, therefore, to high demands of availability.

The contract is related to a framework agreement for design studies. It consists of positions that can be ordered independently (see the main items indicated in II.2.4) of this notice).

The main items of the Framework Agreement are:

- project to create new installations:

- sketch and technical specifications,

-- preliminary conception,

- detailed design,

- project studies and technical preparation of the markets,

- or renovation projects of existing installations:

- reconstitution of a technical reference of installation,

- technical diagnosis of an installation,

- design of an installation renovation.

The realization of these missions implements all the techniques of construction and equipment of industrial buildings sheltering complex processes, notably:

- roads and various networks,

- civil engineering - structural work and 2 d artwork,

- climatic engineering (air conditioning, clean rooms, nuclear ventilation, refrigerated heat production ...),

Fluids (H2, He, nitrogen, argon, compressed air, iced water, softened water, steam and condensates, centralized aspiration ...),

- primary and secondary vacuum,

- electricity strong currents (low voltage, high voltage, networks of mass, protection against lightning, generators, UPS ...),

- low current industrial electricity: telecommunications, technical management systems, supervision systems (fire safety system, multiservices kiosks, climate management fluids and ventilation ...), CFI security, radio protection instrumentation,

- industrial automation, handling, mechanics.

The development of nuclear processes hosted in installations (in armored cells and glove boxes) is not part of the services requested. On the contrary, the coordination of the interfaces with the actors in charge of these developments is part of it as well as the management of the overall engineering and all the transverse functions such as safety, security, availability, logistical support. or the protection of the environment.

The facilities likely to be the object of the above benefits can be very diverse.

For information, 15 facilities have met these criteria in the last 5 years. The approximate floor areas of these facilities are between 750 and 6,000 m 2 for nuclear installations and 1,500 to 10,000 m 2 for technical installations.

It should be noted that the projects led by the Military Applications Directorate of the Atomic Energy and Alternative Energies Commission will not all be affected by this framework agreement.
