The purpose of the partnership is to ensure long-term, cost-effective, safe and economically low-risk operations for the parties to the agreement.
As partners, the client and contractor strive to develop operations by removing barriers, experimenting with new approaches, and sharing the risks and benefits of development activities.
The partnership approach aims to provide a flexible approach that responds promptly to circumstances or challenges of the third party, utilizing the expertise and resources of both partners. Within the contract, the aim is to have an open discussion and consider issues such as the scheduling of work and the way in which the parties have influence.
The partners set common goals on an annual basis, which are followed up at site meetings and in separate contractual level meetings 3-4 times a year. For example, the following indicators may be used in the contract:
- Schedule management and lead times
- Quality of implementation
- Safety and the environment
- Customer and site satisfaction
- Development activities.
The Subscriber shall support the achievement of the objectives of the Framework Agreement by means of a separately agreed bonus scheme linked to the annual performance of the Scorecard, with a view to rewarding the Contractor's staff.
A prerequisite for a long-term partnership is a commitment to continuous improvement and development, taking into account the needs of stakeholders and stakeholders.
The contract period is fixed from 1.3.2020 to 28.2.2023, after which the contract will continue for an indefinite period.
The period of notice is one (1) year for the contractor and six (6) months for the client.
The call for tenders will take place through a negotiated procedure and this call for expressions of interest will invite the interested tenderers.
The Procurement Portal contains a preliminary offer invitation material, which you should immediately begin to familiarize yourself with and prepare to submit the actual initial offer. Changes may be made to the material.
Participants meeting the eligibility requirements will be admitted to the procedure.
A preliminary invitation to tender shall be sent to the selected participants and the initial tender shall be based on the invitation to tender and its annexes.
Following the evaluation of the indicative tenders, a call for tenders will be organized to refine the final invitation to tender and to request final tenders. If necessary, several rounds of negotiations may be held.
