The subject of the contract is the supply of electricity for 4 departments of the City of Częstochowa, 133 organizational units and treasury companies of the Municipality of Częstochowa, the "WARTA" S.A. Sewage Treatment Plant and the Municipal Road Administration in Częstochowa for the operation of buildings, premises, utility facilities, street lighting and traffic lights in the period from 01.04.2023 to 31.12.2023.

The scope of the contract includes the sale of electricity to: I. energy consumption points – for powering buildings, office premises and commercial facilities (alarm sirens, infomats and monitoring cameras), for which the Municipality of Częstochowa is the payer of electricity invoices. Expected quantity: 47 energy consumption points (including 1 point with a backup connection without separate measurement). II. energy consumption points – for supplying buildings, premises and commercial facilities, for which the payers of electricity invoices are organizational units and companies of the Municipality of the City of Częstochowa Expected number: 337 electricity consumption points (including 7 points with backup connections without separate measurement). III. energy consumption points – for supplying buildings and technological installations of sewage treatment plants and municipal toilets, for which the payer of electricity invoices is the "WARTA" S.A. Sewage Treatment Plant, 172/188 Srebrna Street. Projected number of 8 energy points. IV. energy consumption points – for supplying buildings, office premises, utility facilities, traffic lights and street lighting points (settled in the O12 tariff group), for which the payer of electricity invoices is the Municipal Road Administration in Częstochowa, 52 Legionów Street. The expected number of 781 energy consumption points, including: 26 points for supplying buildings, office premises, utility buildings, 81 traffic light points (including 8 points with backup connections without separate measurement) and 674 street lighting points (settled in the O12 tariff group). The list of collection points together with the terms of settlements is specified in Annexes No. 1 to the model contracts, which constitute Annexes No. 1, 2, 3, 4 and 5 to the SWZ. In the event of a change in the number of collection points or a significant change in the power of collection points during the term of the contract, Annex 1 to the agreement will be amended without the need to renegotiate the terms of the contract. An amendment to Annex 1 to the Agreement does not constitute a change in the terms of the Agreement. Electricity should meet technical standards in accordance with the provisions of the Energy Law and its executive regulations and Polish Standards. The estimated amount of energy supplied (+/- 10%) in the delivery period is 34 500 000 kWh, including energy settled: in tariff group B23: - zone 1 morning peak: 3 105 600 kWh; - Zone 2 afternoon peak: 2,046,700 kWh; - zone 3 other hours of the day: 10 739 200 kWh; in tariff group G13: - zone 1 morning peak: 114 220 kWh; - zone 2 afternoon peak: 60,780 kWh; - zone 3 other hours of the day: 252 700 kWh; round-the-clock or flat-rate: - in tariff group C11: 88 450 kWh; - in tariff group G11: 14 450 kWh; - tariff group R: 4 410 kWh; in tariff group C12a: - peak zone 1: 1 298 290 kWh; - off-peak zone 2: 2 611 100 kWh; in tariff group C22a: - peak zone 1: 1 790 300 kWh; - off-peak zone 2: 3 847 100 kWh; in tariff group O12: - daily zone 1: 2 926 700 kWh; - 2 night zone: 5 600 000 kWh. The contractual power (excluding reserved connections without separate measurement) for all consumption points is 29,076.4 kW (seasonally reduced to 27,722.4 kW).
