EXPO 2025 - Technical-organizational implementation of German participation in EXPO 2025

The Federal Republic of Germany will take part in EXPO 2025 in Osaka/Japan (April 13 to October 13, 2025) with its own pavilion, which is to be built on its own. The German Pavilion is intended to make an attractive contribution to the topic of the EXPO “Designing Future Society for Our Lives”. In addition to exhibition areas, stages, a VIP lounge, a restaurant and possibly also a conference room, function rooms for the commissioner general, his representation, for the management of the pavilion, for press and cultural work, protocol, administration, personnel administration and technology, as well as changing facilities for employees as well as sufficient storage facilities.

The plot size for the German Pavilion is expected to be up to 3,500 square meters, of which 70 percent can be built on. The maximum allowed gross floor area of the pavilion is 9,600 sq.m. A total budget of 56.4 million euros is planned for the realization and operation of the German Pavilion at EXPO 2025.

The contractor is responsible for the entire technical and organizational implementation of Germany's participation. The service to be provided includes the preparation of the German participation, the operation of the German Pavilion and the final execution of the overall project.

The technical-organizational implementation can be divided into three service phases:

1st preparatory phase

The preparatory phase is the longest phase of the project. It extends from the time of assignment to the relocation of the contractor's key personnel to Osaka/Japan. During this time, the contractor will in particular carry out the procurement procedure for commissioning a working group (ARGE) for concept development and pavilion construction on behalf of the client.

Operating phase

In the last three months before the EXPO opening, most services are to be provided at the venue in Osaka/Japan. The key personnel are preparing the recruited pavilion personnel for the opening of the EXPO and for the six-month EXPO period in various training courses. The actual operational phase begins with the opening of EXPO 2025 and the German Pavilion. The German Nations Day is the highlight during the operational phase.

settlement phase

After the end of EXPO 2025, the completion phase begins and thus the completion of the project. Some of the key personnel will remain in Osaka/Japan for a few weeks after the EXPO ends to complete open tasks. The main task in this phase is to finalize the documentation. In addition, the dismantling and re-use of the German Pavilion is coordinated with the ARGE and the final accounting for the project is prepared.

The implementation of Germany's participation in EXPO 2025 places special demands on the contractor. Given the political significance of this World Fair, it is assumed that its management is personally involved, especially in the planning and preparation phase.
