The objective of this tender is to conclude a Framework Agreement with one Contractor for the supply of Location Managers for the reception locations for (Ukrainian) refugees in the municipality as needed and on demand.

Currently, the team that manages the reception locations consists of one coordinator and six location managers. The coordinator is employed by the municipality of Staphorst, while the location managers work on the basis of a temporary employment contract. The Assignment also concerns the acquisition of the current population (under the conditions of the Framework Agreement). This can be done by employing the current employees at the Contractor or by having the Contractor fulfill a brokerage role and provide for peer hiring. The municipality of Staphorst expects that the Contractor will offer new employees on the basis of a temporary employment contract in the event of natural turnover of employees. It is expected that 3 to 4 FTE employees will be hired for the new location.
