The purpose of the tender is HOAI building planning services for the new construction of the SBBZ Förderzentrum Hochschwarzwald in Titisee-Neustadt.

The “Förderzentrum Hochschwarzwald” is a special education and counselling centre (SBBZ) with a focus on learning, language and intellectual development. Currently, about 100 students attend school. The school, together with the primary and secondary school, is currently housed in the buildings of the Hebelschule. A separate building is now to be built for the funding centre. The Department of Intellectual Development is located in the community building. The construction site is directly adjacent. The planning task includes the new school building with a room program of approx. 1,300 m2 (without access areas, etc.), with special attention to the specific special educational requirements. These require that the school management be continuously involved in planning and construction.

The cost ceiling is approximately EUR 5.5 million. It is a modern school building to be built on the current state of the art. The building is constructively high-quality and energetically sensible (no increased energy requirements). A connection to the local heating network is already available. Regional building materials (e.g. wood) will be used. The soundproofing measures shall also be carried out taking into account the specific special educational requirements.

In the planning of the building, the future construction maintenance must be taken into account in such a way that the follow-up costs are kept low. A later extension of the school building should be possible.

A space program is already in place, whereby the classrooms must ensure flexible use of space for different classes, class sizes and user requirements. Differentiation areas following the classrooms must also be taken into account for special education. Colourfulness, light and an inviting and stimulating learning environment are important design elements to meet the needs of this particular student community. Particular attention should also be paid to areas within the building, including the creative use of the corridors, such as for learning niches, rest and retreat. The accessibility of the building is fundamental.

Since the future school building will be built within the school campus, the integration into the surrounding development and the outdoor plant planning (separately assigned) is important.
