Description:
Maintenance of ventilation systems / VAV Group

The aim of the contracting entity is to acquire a responsible partner for the maintenance of ventilation systems in residential and service properties owned by the VAV Group in Vantaa. The purpose of the cooperation is to establish and develop a functional and goal-oriented relationship between the Client and the Supplier during the contract period. The aim is partnership-based cooperation based on interaction and trust between the contracting parties.

Procurement is divided into two service areas, for which separate tenders are requested. The procurement is described in more detail in the document "Service description, maintenance of ventilation systems (IV maintenance)" attached to the contract notice.

The procurement procedure is an open procedure where the selection criterion is the overall economic affordability. Procurement is a service procurement above the EU threshold and complies with the Law on Public Procurement (348/2007) and the Supplementary Regulation (614/2007) and the Procurement Directive (2014/24/EU).

The target start time for the contract period is 1.3.2023 and the contract is valid until further notice with six (6) months' notice. The first possible starting date for the customer and the Supplier is 1.3.2024.

The Supplier undertakes to deliver the Service at the prices indicated in the tender specification document. The tender specifications for each geographical area of the procurement are attached to the contract notice.

By way of derogation from the general terms and conditions of the contract, the price is fixed for the works included in the procurement until 1.3.2025 and for the materials included in the procurement until 1.3.2024. With regard to work, it is possible to propose a price adjustment once a year at most as much as the change in the index of wage and salary earnings of monthly-paid employees in private industries. For materials, it is possible to present a price revision once a year no more than the change in the building cost index. A proposal for a price change, including the grounds for the increase, must be submitted in writing at least three (3) months before the possible price change takes effect.

The Customer reserves the right to make additional purchases from the Supplier during the procurement agreement that are directly related to improving the environmental impact of the subject matter of the contract or reducing the Client's total costs. The right to additional purchase is directed to a new solution that the Supplier or the Parties may have developed jointly during the contract period, due to which the environmental impacts of the subject matter of the agreement become more advantageous in accordance with the requirements described in the resource wisdom roadmap attached to the agreement, or the Client's total costs are otherwise reduced.

For example, the supplier may not present in its own tender documents any conditions that would affect the content of the contract.

Area 1, West Vantaa

The procurement is described in more detail in the document "Service description, maintenance of ventilation systems (IV maintenance)" attached to the contract notice.

VAV Group's properties are divided into two (2) service areas, which are West Vantaa and East Vantaa. For both service areas, separate Suppliers are selected. The client has the right to update the list during the contract period on the terms specified in the draft contract.

The Supplier undertakes to deliver the Service at the prices indicated in the tender specification document. The tender specification document for the West Vantaa service area is attached to the contract notice.

Bidders have the option to offer one or two service areas, but only one area can be won by the same bidder. If the same provider is the most economically advantageous in both regions, the region will be determined based on the choice of the preferred preference. The remaining area is then obtained by the second-ranked bidder in the region concerned by comparison. Selected contract vendors act as each other's substitute suppliers throughout the contract period at the prices they offer to that region. If another service provider has not offered the services of another region in its offer, the Subscriber may negotiate prices with the person in the reserve. If a contract supplier in a service area is unable to provide a service or part of the subscription for timetable reasons or other reasons, these orders may be allocated individually to a contract supplier in another service area.

The subscriber requires tenderers to carefully read all attachments to the tender form as well as the terms of the contract. The submitted bids are treated separately each as its own part. The service is implemented in accordance with the service descriptions and quality requirements of the RFQ. The Offer becomes binding on Bidders once the Subscriber has received the Offer. The contract is created only by the signing of a written contract. For procurement above the EU threshold, the contract may be awarded no earlier than 14 days after the tenderer has received or is deemed to have received the decision notified with the reasons.
