See II.2.4).

The purpose of this contract is the supply, installation and maintenance of an automated hematological system in the CH Jolimont, Lobbes, Nivelles and Mons-Hainaut CHR laboratories.

If any work is required to put the equipment in place, the bidder will include the cost in the inventory, attaching a detailed offer by item and a plan for this work.

Basic offer:

The basic offer includes a firm tranche and a conditional tranche.

The firm phase (phase 1) only concerns the purchase of hematology analyzers, color spreaders, a digital microscope and a chain for the conveying of samples, their sorting and the binding of multiple analyzers. the possible connection to a general chain.

The conditional phase concerns the transfer of part of the equipment and its repackaging in the future joint laboratory (phase 2).

The conclusion of the contract is for the whole of the contract but binds the contracting authority only for the firm tranche.

The execution of the conditional tranche is subject to a decision by the contracting authority during the execution of the contract, according to the state of progress of the joint laboratory, which will be notified to the successful tenderer.

The basic offer is therefore divided into tranches:

- firm market tranche: purchase of chains, consumables related to the number of analyzes mentioned in the inventory, compliance and maintenance contract,

- conditional market tranche: transfer of part of the equipment and its repackaging in the future common laboratory.

Mandatory variant:

The mandatory variant concerns the provision of channels against the supply of consumables related to the number of analyzes mentioned in the inventory, including compliance, for 8 years.

The tenderer must submit an offer for the basic tender and the compulsory variant. In accordance with Article 101 of the Royal Decree of 15.7.2011, the most economically advantageous tender with regard to the award criteria will be determined on the basis of a single classification of the basic offers and those relating to the compulsory variant. .

The duration of 8 years is justified taking into account the depreciation rules for medical equipment in hospitals and taking into account the technological depreciation of the equipment requested.
