The subject of the contract to be awarded is the provision of further development services and 3rd level support for LOGINEO NRW.

The MSB is implementing the LOGINEO NRW project, a digital work and communication platform that aims to further implement digitalization in schools in North Rhine-Westphalia. A specially developed software solution based on open source components is intended to provide teachers and students with a web-based environment that offers access to several applications after a one-time login. The MSB supervises the entire school system for the state, which includes around 5,500 schools, around 200,000 teachers and 2.5 million students. A key area of responsibility of the MSB is to secure and further develop high-quality, future-oriented, internationally competitive educational offerings in schools.

LOGINEO NRW essentially consists of three major components: The main system, the LOGINEO NRW learning management system (LMS - Moodle) as well as the LOGINEO NRW Messenger and the video conferencing tool Jitsi integrated into it. These three components are currently operated by three different service providers, some of whom also use subcontractors to provide services. The large number of different service providers leads to a high need for coordination in the area of LOGINEO NRW. This significantly affects service quality, user support and the speed of further development.

Against this background, the IT services required in the Logineo NRW project are advertised and awarded completely throughout Europe. The current transitional operation is to be transferred to highly automated and standardized operation according to ITIL best practice standards.

In this context, further development for the LOGINEO NRW project is also to be restructured. The order includes the further development coordinated with the MSB as well as the implementation of bug fixes in the area of the entire LOGINEO NRW system. The contracting party provides correct safety and quality-assured artifacts and their increments. The subject of further development is in particular the implementation of new professional, technological or operational requirements, the correction of errors in the existing application, the technology change in the technologies and tools used and the implementation of data protection requirements as well as requirements of IT safety. The contract also covers the provision of 3rd level support services for all LOGINEO components. The 3rd level support takes over if 1st and 2nd level support (not the subject of the order) cannot provide the necessary support themselves. The 3rd level support ensures that support messages are sent in accordance with the service, response and resolution times defined in the service description and, if necessary, in close coordination with other service providers active in the LOGINEO NRW project.

The contract to be concluded will have a contract period of 36 months and can be extended three times by 24 months by the client. The exercise of the extension options is subject to the availability of sufficient budget resources in each case.
