Introduction of a digital patient portal for GRN Gesundheitszentren Rhein-Neckar gGmbH

The aim of this call for proposals is to implement funding criterion 2: Digital Patient Portal (§19 para. 1 sentence 1 no. 5 KHSFV). The object of the contract is the delivery and commissioning of a digital patient portal with digital admission and treatment management and the connection to the patient-leading clinic information system including all necessary interfaces for the four GRN clinic locations in Eberbach, Schwetzingen, Sinsheim and Weinheim.

The Rhein-Neckar-Kliniken (GRN - Eberbach, Schwetzingen, Sinsheim and Weinheim) intend to set up and introduce a patient portal for digital admission and treatment management within the framework of a negotiated procedure with participation competition in accordance with the KHZG §19 (1) of the funding criterion (FTB) No. 2. In accordance with FTB No. 2 of the Hospital Structural Fund Ordinance (KHSFV) §19 (1), the patient portal must at least meet the MUST criteria of the associated "Guideline for the Promotion of Projects for the Digitization of Processes and Structures in the Course of a Hospital Stay of Patients according to § 21 Paragraph 2 KHSFV" in paragraphs 4.3.2.1., 4.3.2.2 and the overarching requirements pursuant to Paragraph 4.2.1 and 4.2.2.

Users of the patient portal are, in addition to the patients with their relatives or authorized representatives, the employees of the respective institution (e.g. Doctors, nurses, social services) as well as referring physicians (e.g. General practitioner, specialist or employee of an MVZ) who are entitled by the patient to participate in the treatment processes. For the user groups addressed, the basis for participation must be a data protection-compliant identification, possibly depending on the type of access.

In terms of IT technology, the patient portal should not only use telematics infrastructure (TI) services in accordance with §19 (3) KHSFV, but also use national and international specifications, standards and profiles to ensure interoperability on a technical, syntactic and semantic level in accordance with the overarching requirements for the funding criteria of the KHSFV.

Since there is currently no patient portal in one of the GRN hospitals in accordance with the requirements of the KHZG §19 (1) of the funding criterion (FTB) No. 2, an overall system including all services necessary for the introduction and implementation is required. The project plan is to be developed together with the provider and bindingly agreed, taking into account the logistical and process-oriented necessities including compliance with KHZG deadlines. We are looking for a provider who can fulfil the services as the overall responsibility. If this cannot be achieved with its own software products, the provider is free to offer subsystems (third-party systems). In these cases, it must be ensured that a functioning, comprehensive and convenient (standard) interface exists or is created for these subsystems. This interface must be taken into account in the offer and must always be disclosed.

The "Pflegeplatzmanager" software already available at GRN is to be used for discharge and transition management.

In summary, the overall patient portal system is intended to form an integrative solution with the existing hospital information system (HIS) and subsystems.
